I'm sure there will be many strat layer mods working off of the new systems incorporated which will work even better. If you could just cut out the bullshit strat stuff, then it would be a much better mod. The thing that always made LW stand out for me was the improvements to the tactical layer instead. But the game was just never designed for it and I can't see why people like it. If the game was more evenly split between the Strat and Tac layer, then the increase in time would be fine. The entire haven mechanic just isn't fun and liberating every single region doesn't just slow the game down to a crawl, it's just tedious.
